This is the first full comprehensive examination of the turbulent financial and economic relationship between Italy and Albania in the twentieth century, throwing new light on Italian Fascist imperialism. Italy and Albania retraces the complicated foreign and economic strategy that led in 1939 to the ""union of the two crowns"" of Italy and Albania. Drawing on original research, Roselli shows how Italy's strategy towards Albania veered between the extremes of a minimum of economic penetration and a maximum of political interference. Often presented as a trophy of Fascist foreign policy, the Italian experience in Albania in the interwar period can be regarded as a major economic failure. Contemporary observers were impressed by the strength of Albania's currency, its monetary regime based on the gold standard, and its strong balance of payments. But this was largely window dressing, behind which there was an extremely backward economy that siphoned resources out of Italy, without that country gaining any appreciable advantage. Seen in this light, the events of 1939 - the Italian occupation of Albania and the Union between the two countries - become the inevitable consequence of a state of economic affairs that was unacceptable to Fascist Italy.

Alessandro Roselli is the Chief Representative in the United Kingdom of the central Bank of Italy, where he has spent his whole career. His most recent book, Il Governatore Vincenzo Azzolini, 1931-1944, was published by Laterza in 2000.

Interesting but a little too technical for me

Albania lies at the mouth of the Adriatic Sea opposite southern Italy. During the 20th century Albania was strategically important for Italy, so Mussolini and his fascists firmly believed. It was important for his regime to have some control over Albania. This book explores the economic aspects of this is in some detail.

Shamefully, I have to admit that although my father is an eminent economist, I have almost no understanding of economics. So, much of what is written in this book relating to the economic relations between Mussolini's Italy and King Zog's Albania was incomprehensible to me. But, that should not be the case for someone with at least a little knowledge of economics. However, Roselli's exposition is clear enough for me to understand the gist of his account. And, that was, in a nutshell, the Italians foolishly financed Albania without gaining any benefit or even providing any help to what was in the 1920s and '30s a very underdeveloped country. The main beneficiary of the Italian endeavours to dominate Albania seems to have been its autocratic ruler Zog. The Italians were so afraid of losing influence over little Albania that they allowed themselves to waste untold amounts of money in the form of cash and also trading terms which were disadvantageous to their own country.

The final chapter of the book deals with aspects of the Albanian gold that was stolen by the Nazis from a bank in Rome, and then was later discovered hidden in a mine in Germany. Roselli provides a fascinating discussion about whether the gold belonged to Albania or to Italy, who also claimed it, or to other parties. This chapter provides an interesting insight into the interaction of international politics and finance.

The 3 articles reproduced as appendices are also of great fascination, as they provide 3 views of the situation in Albania at the outset of WW2: Italian, Albanian, and British.

This is a book written by a specialist, but with a bit of effort it becomes accessible to the general reader.

A succesful research

This book consitutes a thorough investigation on the financial relations of the two countries. Albania started her independent life by driving off the Italian occupying forces and ended up being fully controlled and subesquently invaded and occupied by Italy. This process was a result of various political reasons. The financial relations of two countries constitute, however, the most important one, as Italy progressively controlled Albanian affairs through an economic invasion. Why did the League of Nations withdraw her interest on Albania? Why England abandoned Albania to the hands of Italy? How Itally financially controlled Albania? Was this for the financial benefit of Italy? These questions are of major importance not only for the history of Italy or Albania or Fascism, but also for the understanding of Italian politics in the Mid-War period and its effect on the Balkans.
